Dang Rust

I have a '97 Key West center console that has rust stains showing up around the bow rail stantions, cleats and misc other old stainless hardware. I chase them down with rust remover and such but I really need to replace the screws or bolts once and for all. The problem is knowing what is thru bolted and what is screwed down, due to the hull liner there isnt any access to any of these places so you cant tell, I would hate to back them out and hear the nut fall out with no way of replacing...any advice ??

see if you can find some place where one of them is visible underneath.

If you cant hold the nut, it wont undo itself and fall off...it will just spin on the bolt.
