Detailing Carver Problems

There is a small company that details a lot of the boats in our Marina, with good results I might add. They have recently worked on 3 Carvers and have run into the same problem on all 3. The outside finish is very difficult to get a consistent shine all over the boat. It comes out cloudy, smeary (sp?). Is anyone aware of anything Carver uses that would cause this?
Any recommendations?
