1995 Evinrude 130 idle problem

I have a 1995 Evinrude 130 that I just completed a complete tune up on and went through the whole process of sychronization of the timing and throttle (due to the timing being way off when I bought the motor). The motor runs great, except it has one annoying problem.

If you start the motor and idle in gear while in the water, it will idle at 650-800 rpm all day long. Go into neutral and idle remains about 1000 rpm. If I have the boat at speed for a period of time and back the throttle down to idle, I still get 800 rpm, but as soon as I put it in neutral, idle jumps up to 2000 rpm and slowly comes back down to 1000 rpm after a minute or so. I have checked the throttle linkage and it is hitting the stop for idle every time. What else can cause this issue?
