Just pulled this out for first time. Looks like oil all leaked out thru the exhaust on bottom.

Is there a issue?

Did not start it yet or do anything.
 
I'm not familiar with that engine but I'm pretty sure many portable 4 stroke O/B's can only be safely laid down on 1 particular side , otherwise crank oil gets into cylinders or will leak out.

P. 18 of your manual addresses the point of which side the motor MUST be laid down on if not carried or stored upright. The side with the tiller arm should be up and gear lever side down, only.

No idea if that was an issue with yours, though.

I'd secure it upright and remove plugs and pull the starter cord to expel any oil from the cylinders, reinstall plugs , top up the oil, add muffs , running water and try to start.

But if the crank oil is at proper level, better check L/U fluid.
