Anothe USN Collision

This one looks minor. Seems from preliminary news report, that USN didn't set up the situation.
Still, if there's Collision at Sea, NAVRULS say "You Shouldn't've Been There." https://www.rt.com/usa/410296-us-navy-destroyer-collision-japan/ I feel sorry for them. If there hadn't been three bad ones, this one probably wouldn't have made the news.

This is way different. According to the cite provided, the tug lost power and drifted into the naval vessel. We don't know if the tug was assisting the vessel in leaving the pier (as I suspect), or happened under other circumstances. Hard to blame the Navy for this one with the information provide. When I watch the tugs push FORD out, if one lost power, it would probably be run over.
