Bad running now no start UPDATE

I started my motor to check install of new Tach GM 350 with a Rochester 4MV 4 barrell carb. First after running for a few seconds a load pop came from exhaust (sound of backfire). Engine was just timed so I don't know where that came from but after that she ran smooth. After holding at 1600 rpm to warm I put in idle at 700 RPM. I smell strong exhaust fumes (rich) so I figure I need to adjust mixture but cannot find method in manual so I went to mechanic and he says use a vacuum gauge to achieve higher level but I explained there are no vac hoses except one that hooks to choke diaphram. He said there should be other vac system for it but he is not familiar with boat. So what do I do? Does anyone know the proper turns for this carb/motor. Should I have other vacuum here somewhere? Thanks in advance. Tach works great.

Went out to see if I can figure it out and now she wont even start. I tried running mixture screws all the way in then turning out one half turn at a time tring to start each time. cranked and cranked but would not start. Did this till I was 5 turns out. Replaced fuel filter, and water seperater. No water in seperater. Took all plugs out and aside from being soaked with gas they looked god so I dried them off and put theem back after checking that they give spark. Still will not start. Removed distributor and reinstalled according to spec. still no start. Really need to know what to do here.
