Boat Internet Nannycam With Cellular Data?

Is there a way to somehow run a Nannycam to a phone via cellular data?

For example, you are at an anchorage or docked at a restaurant with no WIFI.

Your dog is asleep onboard and you want to check on him via your phone.

Is this possible?

All You need is a cell modem or hot spot. Your cam should be able to connect to that.

used one for the "hotspot"

used the other one to see from the restaurant, or if we went for a walk a mile away.......

Yes you should be able to use an old phone as a hotspot on the boat. Some carriers charge an additional monthly fee for that.
