Ceramic coating for blisters?

I am looking at a 1974 hull that had some blisters. In 2000, the owner said they scraped the entire bottom and put on a ceramic coating and no blisters since. Is this a temporary fix? What do you know about ceramic coatings? The boat is in a FW lake.
