I am having issues with my fresh water system. I am no longer getting water hot or cold. It appears that there is some sort of pressure tank that has been leaking. My question is if the tank has no pressure will water no longer flow. The water pump turns freely by hand. if it needs to be repressured how many pounds should it be.

If I'm wrong about this, I'm sure someone will correct me.
Pressure tanks are good to have. They help keep the pump from cycling on/off so much. Your water pump works on pressure (with or without the tank). When there is pressure on the pump (all faucets closed) the pump does not run. Open a faucet and the pump senses the drop in pressure and automatically turns itself on to supply water to the open faucet.
Sounds like your pump has gone bad and needs to be replaced and if your pressure tank is leaking, either remove it from the water line or replace it. Best to replace it. My boat does not have a pressure tank and I wish it did. Maybe one day I'll add one to the system.

(1) you can verify pump operation by disconnecting the output hose of the pump and seeing what happens when power is applied - water should shoot all over the place (suggestion - aim it into a bucket...

(2) there are pumps now which do not require a pressure tank, but instead the pressure switch varies the speed of the pump motor to meet demand. I have one of these babies in my boat, a JABSCO unit and it replaces the old Raritan setup. Works just fine and is simpler...
