In contrast to the enforcement you are experiencing, my observation for around here is that at least 1/2 of the inflatable dinks w/ outboards don't even have any visible registration or sticker, and 1/2 of those that do are years out of validity. And it appears the USCG and MA Registry patrol boat crews seem to ignore this unless the POBs are in safety trouble.
I don't have an opinion on that, though, other than having valid registration applied should aid in recovery odds if "lost". .
