Initially, my new-to-me Jabsco manual head was not drawing water. I bought the rebuild kit and replaced the gaskets, valves, pump shaft seal, etc. The head will now pull water and fill the bowl just fine when in the "fill bowl" position. When I switch the cam to the "empty bowl" position the first stroke of the handle is all water with subsequent strokes becoming a gurgley mix of air and water. It will take 5-10 strokes to empty the bowl completely. Is this normal or do I still have an issue? Any helpful comments are apprectiate.

Don't know if it's normal, but it is for mine also. Basically, it's an "el-cheapo" providing somewhat acceptable performance and requiring frequent "tweaking".

If I wasn't also an "el-cheapo", I'd get a good one--likely one of the Raritans. Problem (or benefit) is that it's used so infrequently on my boat that it's not a high priority item for upgrading.

I just replaced my manual Jabsco with a Sea Era. It was very easy to install and works great. Ordered it from Boatfix which had the best price as always.

Aside from the el-cheapo explainations, I would also make sure the rubber gasket you replaced from the kit is in properly(the rectangular thingy) the flappy piece may be stuck open or the cam spring cam off, which would be allowing the water to pass through.

I bought a second complete Jabsco manual pump so while I am rebuilding one, I use the other. I have had to rebuild it every year due to pumping issues and those kits aren't cheap.

It is normal to gurgle when pumping dry. Dump the Jabsco . . . get a Raritan PHII. It is easier to pump because of more leverage AND guests have less problems understanding how to use it.
