Merc Bravo III - trim only going down, not UP

Went down to the boat this evening for a dinner cruise. Lowered both drives just fine. Boat ran like a top. When I returned from the cruise, I tried to raise both drives. Port one wouldn't come up. I also tried using the "trailer switch". Nothing. NO noise at all. As part of my troubleshooting I tried to put the port drive down using the switch. I heard the pump engage, but the drive was already down.

Any ideas? Do I have a fuse somewhere that is preventing the lifting side? Is there some type of limiting switch?
