Merc Manifold ? prblem or no problem

Hi Guys just a quick question. I had my manifolds replaced over the past winter I have noticed on my manifold right where mates with the manifold a little bubled paint on the maifold side right at the very edge where it mates with the riser the otherside is like this as well. I don't see any obvous signs of water runs or stains so I am not sure if I should be concerned or not about a leak. I was talking with a dock buddy and he did not think I should worry as since this was an edge that more then likley some water driped in form the engine hatch or mosture may have found it's way under the paint to cause it to buble a bit. I I do not really see any rus just wat looks like a little white substence right on the very edge of where the paint bubled.
