Navigation rules and Radar

Quick question regarding radar, and the Coast Guard Navigation rules. I know that the rules require all boats with radar to have the radar turned on at all times when underway - does that mean that if you have a combination plotter/radar, that the radar screen must always be on, in at least one window, to be in compliance?
