NH gets another one right...we already have plenty of laws on the books about proper operation and speed depending on conditions. Enforce those laws, don't create new ones.

I will admit though, this was close, the House passed it, but the Senate prevailed. There has much intense debate on this over the last few months, year maybe. Very intense opinions. So much so, it felt more appropriate to put this in NBR, but it's boating related, so here yoou have it.
