No Discharge Zones?

I have a running argument with a boating friend over the suitability of his Lectra/San discharging in the Illinois River... Raritan didn't seem to have a clear answer and our local DNR doesn't know what a type 1 MSD is... From what I read in our boating regs ANY (my emphasis) discharge into the waters of Illinois is illegal. I'd sure like an informed opinion!
