I don't know what/which particular licenses are required for the vessel ( The business has an apparently valid business license ), but I find it a challenge to believe that this "boat" met all of the legal maritime requirements.

As an aside, I like the idea of a floating food cart. I just don't think they met the minimums for safe operation. I could be wrong, of course. )
 
I'm thinking it was an ad-hoc throw it together design that probably had some corrosion issues leading to things falling apart.

As long as no customer step on board they don’t need anything USCG related.
 
Wonder why it had not exploded well before the sinking. Looks like a floating fire trap.
 
I would think that a commercial operation with paid employees on board would be subject to Coast Guard certification?
