Shaft packing question

I use dripless seals, but I believe quality Gore GFO packing for "stuffing boxes"/packing glands is designed to be dripless at all times if sized and installed and tightened properly.

But if old type basic packing material is used, ideally no drips in N and apparently about 1 /3 drips /minute underway is adequate , with no more than 8-10 drops /minute ( according to the B/US article.)
 
Presumably you are referring to the propeller shaft gland not rudder.
 
Shouldn't drip at all if shaft not turning. If use conventional flax packing, 1 drip about every 20 seconds with shaft turning at idle. I too use GFO and my packing glands don't drip anymore. If yo.re gland is dripping at rest, tighten until it stops. Run your boat and feel the temp of the packing gland. Shouldn't be too hot to touch. Mine stay pretty cool with GFO packing.
