My Dad had a boat with a tiller and a wheel. He just left the tiller on as a convenience if he had to rope start the engine.
 
Yeah, my dad had a tiller to control the speed and direction.....well actually it was a stick to hit me with if I put the paddle down to pick up up my fishing rod before we got to the spot he wanted to fish...
