Trim works down, but not up

(1989 Seray Seville) 4.3L mercruiser. Trim button on throttle lever works in down direction, nothing happens in up direction, but trailer button on throttle works in up direction, so seems trim motors or drive is fine. Why will trim switch not work in up direction?
