We used to Power set everywhere we went. Then someone mentioned what I had said and I started going down with my scuba gear and seeing how the re-set would occur "real time". For the re-set to occur the shank needs to be upward or taught to the boat. The anchor will pivot about its lowest spike, similar to a spiral. If during the shift the wind kicks up hard the anchor is all prepared to dig in hard. Getting back to the original scenario, If you are dug in hard on a 180° wind shift the shank just topples over the flukes causing a potential chain foul up or tumbling of the anchor until it sets. I have seen both conditions.
