Boat antennas require you to be pretty close to the signal source. They are also line of sight. Any hills in the way degrade the signal. Not a whole lot you can do.
Now with that said our old 2860 had crummy TV reception and we traced it back to find a bad connector on a cable splice in the engine room. Seems one strand of the outer shield was wrapped around the center conductor.
