Wealth based Rule enforcement?

Yeah...I dunno. Seems weird. Every boat I know of with a head, has a holding tank.
Gotta be almost an exclusive Labrador/Newfoundland thing...admittedly, there's not a lot of money in that part of the country
 
Seems legit to me. At least they are taking the worker into consideration.
 
Just enforcing a rule that on the east and west coasts (salt water) has been ignored for years due to limited or no pumpout facilities in a lot of areas. As noted, there are a lot of older fishing boats that have or had direct overboard discharge.
Fresh water Great Lakes and rivers have more recreational boating and plenty of pumpout facilities.
 
$100 or so will buy you a porta potty, $3 will buy you a five gallon bucket.

If you can't afford that you can't afford a boat.
 
, a holding tank is cheap and pump out availability isn't a concern since fishing boats routinely go offshore
 
In the barnegat bay area we have pump out boats that come to your location. Hail them on the radio ,call with your cell and they show up. Our marina is one of the largest on the bay and every Saturday and Sunday they come and drive thru and probably pump out a dozen or more boats each day. Paid for by tax dollars I believe. Very convenient since many people in our marina can't even drive their boats let alone dock it at our fuel dock to pump out!
