What is it???

While cruising up through Old Town Sacramento, between the two bridges, we saw what at first looked like a top heavy tugboaton the east side of the river. On closer examination it was a large cement, boat looking structure built in the river with a walkway out to it. When we got really close, it looked like it may have been a museum of some sort. Lots of steel and glass. Does anyone know what that thing is?
