no go on half tank

My evinrude keeps bogging then stalling after running just fine, cruises right along then stalls. It restarts fine but it occurs again a few minutes later. This only seems to occur once the tank burns down to about half full. Have changed plugs, filer screen. Replaced primer bulb, which goes mushy after awhile. The boat is a 1979 MFG bowrider 17' with internal tank. Dad says he opened up the deck and couldn't see anything wrong with the fuel tank. We put drygas in as I have always thought it was water in the tank.
