360 Sedan fixed tabs pulling out

This is a 2003, for the second time the fixed outer tabs, which are screwed to the hull bottom have pulled out. The threads are disintergrating, and the installer(factory) actually drove the screw through the hull. I found out by the water coming in once the screw was backed out.
Bad install or design?
 
Rich..I assume your are referring to the rear stainless fixed exhaust diverters mounted at the bottom of the transom......there was a factory recall on these tabs / mountings......the original screws were prone to failure in salt water........mine haven't been changed but I check at every haul out and don't appear to be an issue in fresh water......
 
Yes Stan, it is the diverters on the hull bottom. This is the second one its happened to. A screw fails, the water pressure bends the metal and pulls out the rest of the srcews. Unfortunatly the screws penetrate the hull. How did you find out about the recall. Send me a email, since I moved, to rburgersprb2@gr5tyahoo.com
