60 johnson with poor performance

I have a 1986 60 hp. johnson that was VRO and now burns mixed gas, The motor sat for several years, it had been fogged and carbs drained before storage, I have replaced the water pump and changed the gearcase lube and spark plugs. So with new gas I tried a launch last weekend, the motor had trouble with low idle and would die when I tried to bring the boat up on plane, I have pulled the 3 carbs and found black sticky residue throughout the carbs, I have cleaned the carbs thoroughly now and re-installed them
Does it sound like I am on the right track ? what else should I check ??
