The Japanese war planner burst into tears when the returning navy told him they had failed to destroy the carriers, and neglected to blow up the fuel tanks that serviced the entire U.S. fleet.
Those two aims were the whole point of the attack. Had the largely undefended fuel tanks been blown up, the entire U.S. fleet would have had to return to the U.S. mainland, ceding control of the Pacific to the Japanese fleet.
Hence, Pearl Harbor was one of the most disastrous naval attack failures in history, for the Japanese!
