Adding no wake buoys

Our local police department just added no wake buoys to a section of the croton river. They just started patrolling the river recently. There was no citizen participation or anything. Our village borders one side of the river but not the other. Any clue as to if this is legal? Personally, I don't care about the buoys but am surprised they can just create and enforce a law like that...

They can't make law - they enforce it. The town government would have had to pass an ordinance - and even then they may not be able to do that without the state. It would be worth calling your city manager or mayor or whatever and ask.
