I have 2 Aluminum fuel tanks (Gas), Since they are not in contact with seawater,is it necessary to connect to large zinc on Transom ?

See pg 86

----------------------
FEDERAL LAW:
183.572
Grounding.
Each metallic component of the fuel fill system and fuel tank which is in
contact with fuel must be statically grounded so that the resistance between
the ground and each metallic component of the fuel fill system and fuel tank
is less than 100 ohms.

----------------

So, while it is not exactly required to connect it to the zinc, it will end up being connected to the zinc.

It must be grounded. ( and the zinc would be part of the ground system.. )

your connecting them to the ground bonding system in your boat. The deck pipe, and tank are connected together with green wire (usually) and go to a engine bolt
