Another Teak Wood Question

Another teak Question.

I have a 79 Carver with teak in the back around the windows and the hand railing. I have taken the wood completed off sanded down to the bear wood coated with three coats of West Marine varnish. The problem and question is, it seems in a season black marks appear under the finish and soon or later the varnish will start to peel off. The only thing I can think of the previous owner 15 years ago painted the wood with a wood preservative like Thompson Water Seal and during the heat of the summer it comes up through the wood and lifts the varnish? Like I said I have sand down all the way and wouldn't think this would be a problem. Any wood expert's out there or any other thoughts what would cause the black marks on the wood under the finish?

I use Sikkens, it lasts along time. To late for you now but next time sand it and bleach it. Varnish works best on the inside.
