The following AP article on the possible uses of the proposed bond money for water resources ran in several papers today, including the San Jose Mercury News (link) and the Marin Independent Journal (no link available.)

At this point it looks like most anything is possible, but if the Sacramento capacity increases are chosen, it would seem to increase the likelihood of building the peripheral canal. As the article mentions, they already get about 98% of the San Joaquin flow, so the point of additional capacity on the San Joaquin is questionable.
