boat steering hangs up/binds,/sticks hard port

my boating buddy has an issue were when he turns the boat hard port, then he tries to turn starboard the steering binds then turns freely once it unbinds.
2000 mercruiser 5.0 set up
i removed the steering arm from the ram & the o/d swings freely, i then disconnected the shift cable from the ram & the steering turns fine,so i am believe the problem is in the hydraulics. fluid was changed as well so the question is, how do you determine if the problem is the p/s pump or the power assist ram?

I appreciate all the suggestions but i feel i am not being understood.,
1) i pulled the clevis pin from the actuator that moves the steering arm (gimbal) the steering is still very stiff
2) i pulled the clevis pin that connects the steering cable to the actuator, the wheel turns freely, i can whip it around from end to end with no resistance.
3) with the the cable attached but gimbal steering arm unattached. the wheel is hard to turn with both the engine running and turned off.
