Choke Question

Hello

Two years ago, I replaced a 1989 4.3L Merc Cruiser with a brand new 4.3L Merc Cruiser, 2 barrel carb. Finally got the boat in the water and I am having trouble cold starting, (a full tune up was performed), I removed the arrester and the choke was wide open. The choke is electric.

Question:

When the engine is dead cold, looking down the carb, what position should the butterfly of the choke be.

Should it be vertical, leaving the carb completely open?

Should it be horizontal, leaving the carb completely closed?

Or some where in between?
