I have oil and some water in my bilge. The water comes from rain and or washing boat with hose. The oil came from some engine work over the winter and the the mechanic appears to have left oil spilage in bilge resulting in a big mess. Any suggestions will be appreciatd and thank you in advance

buy some oil soaker pads. Any auto or marine store should have them.

What he said. After scrub it out good with degreaser and water. The shop vac it dry.

After you soak up as much as possible, secure the bilge switch to the off position, dump a bunch of OrPine (or PineSol though I've never tested it against the OrPine) and a LOT of water and go for a long ride. I'm talking probably 30 to 40 gallons here. If your bilge shape is like mine, it will almost fill the centerline and travel through the limber holes to almost touch the oil pans. When you get home you are going to find a lot of crap and oily dirty bilge water. Dispose of properly and let it air dry by buttoning up the canvas and leaving the hatch up.
