To deburr the pads I use an old wooden ice cream stick. There is a tool for it that you can buy.
I also throw the pads in the washing machine, one or two times and they come out like new.

Without an official tool onhand, I second Jonathan's use of wood to spur pads. Metallic tools can leave oxidation (black marks) all over your pad.
You also want to make sure that you're only removing POLISHING residue from the pad if they go into the washing machine. If you put a pad full of wax into the washer, depending on the forgiving nature of your admiral, you could end up having to sleep on your shiny boat.
A very small concentration of amonia and water does a great job of removing wax - even from wool. My neighbor and I successfully used amonia on wool, synthetic and cotten without any degredation of the materials. Just let them soak a while, then rinse and let dry.
