Cloudy Gear lube?

I just changed the Gear lube on a 3.0 Alpha gen II stern. Gear lube looked had cloudy parts. I understand that indicates, water in the stern drive and it needs to be resealed. Is that the case? and what exactly done to reseal stern drive.
