commissioning a manual head

I can't seem to get the head to prime what am I doing wrong. Opened the sea cock and set the switch to wet bowl and pumped, but no water.
 
Interesting. Are you sure the sea cock opened and the handle didn't just move w/o the actual ball itself moving?
 
If you have a Jabsco manual head they are notorious for losing prime. Take off the inlet on toilet, and with garden hose force water through until it's filled. Replace the hose to toilet being careful not to spill too much water and see if that works. If not a rebuild kit might be in your future.
