Crownline starting problem

I have a 1999 Crownline 266CCR with 454 MPI. I have been having problems with it starting. It seems to just click like the batteries are dead,but they are new and fully charged. If I keep doing that it will start after a few times! It seems like a solenoid problem. I have replaced the ignition switch and replaced some terminals. Do you have any suggestions?
