Crusader 454 Overheating

I have a twin 454 crusader engine installation. The water temp started creeping up towards 200 F last fall ** 3000 RPM (not run ** this temp for long). I changed the raw water pump first with no real results. I then went to change the thermostats and discovered that there were no thermostats installed at all. I installed new thermostats and bleed the system per crusader manual. Engines still ran around 190F, both left and right. I checked these indications with a IF gun and they were correct. I then turned my attention to the risers and manifolds. I changed both engines to the newer XL manifold styles and risers. Ran the boat and have the same problem. I will also add that I have already checked spark plugs and timing, all found to be good. Engines ran a little cooler around 185F. I have not yet gone after the heat exchanger yet. I will also add that the exhaust steams when under a good load. Any sugestions???

Also the raw water side seems to flow without restrictions.
