Ct boater lock discharge question

I boat in LI sound their is a law that the over board discharge needs to be wired or locked. On my boat thier is a seacock for the dicharge port that it is closed as well as two switches that must pe pressed together to run the macerator port. Am I ok or is their somthing eles I need to do.
