Deputy cleared of charges in handcuffed drowning

This is really deplorable - a road trooper in a high speed boat with basically no marine knowledge, stalking a waterfront bar. The death of a young man is the end result.

This case was discussed ealier, now the deputy has been cleared of any wrong doing.

This should not have resulted in a drowning. The life jacket should have been put on properly by the officer for the victim and the officer should have had better instructions on boat handling and procedures.
