What presently is the max deflection you can make on the belt? Usually should be less than 1/2" I believe but too tight will adversely affect longevity of the pulley shaft bearings.
If the source is not internal to the engine or drive, you might loosen or remove the belt to inspect for glazing spots and inspect the pulleys on the crank , alternator, water pumps and any PS pump or idler for rust and turn all pulleys by hand to check for abnormal resistance or "sticky" spots that could squeal at running rpm.
Also look for any wobble.
If the pulleys belt grooves are rusted , diligently clean as much rust off as you possibly can, carefully apply rust neutralizer and dry, and I suggest repainting with coats of hi-temp ceramic engine paint and letting fully dry before reinstalling the belt.
You can also use a stethoscope, dowel or long-handled screwdriver held to your ear and contacting suspect parts and areas to possibly localize the source.
