Engine room blowers

I have three blowers on my 42 ft Aft Cabn Carver. All run through their own breaker on the power panel. ALl show green lights on the panel when they are powered up however only one of the fans runs. A check to see the voltage at the non-running fans shows no voltage at the fans. My wiring diagram shows a fuze in line with the ckt breaker for two of the fans but I can't find this fuze. The boat has both an upper and lower helm and I have tried the fan switches at the helm stations in both positions. Help. ANyone know where this fuze is located?
 
Look for fuse holder in wrapped wiring harness that runs to each blower. You may have to unwrap bundle to reveal fuse holder. Also, check that blowers are not seized up from exposure to water (Atwood modified their earlier blowers to make them more water resistant.) Good Luck.

Just because the blades turn freely does not mean that they work. I just replaced a blower that was not working on the boat. On my work bench at home it ran though not at full speed.

Does one switch control all fans? Or does each fan have it's own switch?

Each fan has it's own switch or breaker and they each light green when thrown showing power (12V) is available to each fan. Checking the voltage at each non-running fan shows no voltage available. I run a sharp needle into the wire's insulation and apply a voltmeter to check for voltage. So I am assuming a break in the circuit between the main breaker panel and the fan.

There is also a blower switch (ganged) at each helm station, upper and lower which controls all three blowers. This is an on-off switch I assume. Have tried all different combinations of positions without success.
 
Replaced all three blowers. They all work fine. Problem was bad motors in all three. Blades turned free when no power applied, then when power applied, they all seemed to stick in one position.
