Engine Start Warning Alarm

I have an 18 foot Sea Ray. It has a 4.3 Mercruiser / Alpha One. It is equipped with an engine start safety alarm. When you turn the key on...the alarm buzzes. Then when you start the engine, it suppresses the alarm. The best I can tell, the alarm is wired to a ground and a hot wire that is hooked to the voltage meter. I suppose that once you start the engine and the voltage meter registers above 12 volts, the alarm should shut off. Mine continues to run. I've checked the altenator output and it is putting out a little over 13 volts. Can someone confirm that my assumptions on how this alarm works are correct. I guess I just need to put on a new alarm unless my altenator should be putting out more voltage than it is.
