Evinrude 9.9 - No "speed" in forward gear

First off... HELLO HELLO HELLO!!! I'm guessing someone here still remembers me! I've been "away" from the site for about a year now as my work has become crazy busy and more importantly I've been raising my 2nd child who is now 14 months old. Something had to give... not the family... not the job... not boating... so I've had to give up the BoaterEd family. I plan on returning "full time" some day.

Anyway, hoping I can stop in and get some advice on a boat I take care of (my moms). It's a 1997 Evinrude 9.9 with remote. I just replaced the water pump, but don't think that's relevant (???). The boat ran fine for the lake crossing after the replacement. The 2nd time out, it will get no speed when in forward gear. Reverse works fine meaning I can get "full speed" when in reverese. The neutral lever will also "race" the engine and seems perfectly fine. It goes into forward fine, but will only engage into forward and no matter how far you advance the throttle it just stays "in gear" and crawls along at the "idle speed". Linkage problem??? Could this be related to dropping the lower unit from the rebuild? The linkeages all look and move fine, there's no cable bound up, I'm really at a loss.
