exhaust temps

Need help on trying to find cause of high exhaust temps on one side of engine. All new engine, this happened during the 30 min. breakin time. Rpm's 2000-2500. Raw water pump by-passed and 1" water hose feeding directly to water cross over at front of block. Appeared to have same amount of water exiting from through hull exhaust. Got so hot it was starting to smoke the rubber exhaust hose on that side. Have gil exhaust, all new gaskets, timing set correctly, checked plugs, checked to see if plug wire crossed. Any ideas?
