Couple it with the fuel costs and you might as well just shut down the charter boats.

I hate the idea too. Especially the dumb rationale for it "so they can contact people who fish and get an accurate count of landings". Right.
I suspect there would be an out for charter boats. I think I have been places where there were salt water fishing licenses and there was a daily fee priced into the boat's charge. They'd have to come up with something like that.
I'm concerned about events like snapper derbies. No way parents are going to buy $20 licenses for 2 or 3 8 year olds just so they can have a crack at a plastic trophy in one day of fishing. And the event sponsors are not going to pop for 200 or so of these fees.
They are going to have to come up with intelligent exceptions to this. I won't hold my breath.

Stupid idea, the premise is BS and it will only be another thorn in the sides of those who will fish maybe once a year to take the kid out. More money for the Gov. to spend in more stupid ways. Why don't they just curb the trawlers a little, keep em away from the beaches, one scoop of theirs amounts to most of the recreation catch anyways, I'd bet.. Hey, let em add more taxes to the price of fuel while they are at it! They are having an orgy! Excuse me for being angy...

This is dumb. Texas has this law and requires a permit/license. We were down in Corpus Cristi TX a few years back and wanted to go fishing on a party boat for the day. We got to the docks 1/2 hour before the boat is scheduled to leave and we were told we had to go to city hall to get a permit. Even though the captain had the license it did not matter. SO we did not go fishing.
It looks like Florida has a law, and they exempt anyone fishing from a for hire vessel as long as the vessel has a permit which costs $2k/yr. I guess if you own a charter boat, you buy that and price it into your tickets. It also exempts children under 16, and it lets owners of fishing piers buy a permit for $500 that exempts people fishing off the pier.
Those would all be workable exceptions but the questions is, would the new federal law allow states to do that. Not to mention will others do what Fla did, since Texas has apparently not done anything like that.
