Flag mounting on the stearn

I purchased a flag for my new to me Carver 370. I purchased a 36" pole with a 30" flag. The combination is much heavier than I thought. I will need to thru bolt with the backing plate provided with the flag pole.
Now how do I access the area to place the backing plate and bolts?

Had to mount the flag on the hard top. looks good with the shinny new digital radar
