Lowes and Home Depot have a home product call no glue vinyle. I think it is a great product. It is about 1/8" thick and apears to be a closed cell rubber foam backing. I tried it in a rental property I have and love it. Because of the foam backing it doesn't move around and it has a plesant simulated wood planking. It is very inexpensive and in the rental if a tenant gouges it pull it up cut a new piece and roll it out your done in a short time. It apears to be quite durable but like any vinyle not to sharp objects. I don't know how it would stand up in the UV sunlight though. And like any vinyle it will be slick if wet.

That stuff is called "CushionStep" and is made by Armstrong. It can be installed as a "Floating" floor or glued down with an adhesive made specifically for it. The big-box stores only carry one or two patterns, neither of which I wanted in the boat, so I checked with Armstrong and found that it is available in many patterns, including cork. I just replaced the carpet in the cabin with it in a cork pattern and it turned out better than I had hoped.

Try an Internet Search for "Outdoor Flooring" You will find several wood decking products which may work. If It will hold up on an outdoor patio, might it not work on a boat. A floating Cork floor might work as well.
